As Public Utilities Director, Robert Massengill manages a regional water and wastewater system serving Raleigh and six other Wake County communities. In addition to ongoing operations, he and his staff of over 600 employees are responsible for financial planning, designing and implementing rate structures, implementing an active Asset Management Program, and managing the Capital Improvement Program -- all with an eye to providing safe, reliable, resilient and responsible service to over half a million customers. Robert Massengill joined the City of Raleigh in 2003, becoming Public Utilities Director in 2015. His previous experience includes stints with the State Division of Water Quality, the NC Department of Transportation, and private engineering firms. He is a NC Licensed Professional Engineer and holds a Bachelor of Science Degree in Civil Engineering from NCSU.
